随着社会主义市场经济体制的建立,特别是地方政府机构改革和企业经营机制的转换,军队随军家属工作的安置工作也遇到了不少新情况、新问题。一是上面下发的文件往往得不到很好落实。国务院、中央军委对军队干部随军家属工作十分重视,曾多次下发意见和通知,而在实践中地方政府落实起来困难很大,由于企业自主经营自负盈亏,政府机构定编定岗,过去靠指令性计划安排随军家属的办法越来越难行得通。二是在市场激烈竞争中地方一些企、事业单位效益低不景气,有些单位连工资都很难发出,这样就给安置工作增加了新的难度。三是有些单位虽然同意接受,但必须要本人交纳数额不小的安置费,以此作为接受安置的先决条件。而事实上无论是组织上还是干部本人都很难承受。四是由于社会
