2005年7月29日,国务院发展研究中心发布的一份关于《中国医疗体制改革的评价与建议报告》再度引起外界对医改的聚集。《报告》指出,现时的以商业化、市场化为导向的医改与计划经济时代相比,出现了背离和错误,既降低了过去的公平性,也没有体现出宏观效率,“基本上是不成功的”。纵观近年针对医改的猛烈辩论,实质上是在整个中国市场化快速发展过程中关于社会公平性问题的讨论,是改革开放后贫富两极分化现状下对制度设计本身的一个反思。
On July 29, 2005, the State Council Development Research Center released a report on “Evaluation and Suggestions on the Reform of China’s Medical System,” which once again aroused the outside world’s gathering of medical reform. According to the “Report”, the current commercialization and marketization-oriented medical reform have departed from the era of planned economy. They not only reduce the fairness in the past but also do not reflect the macroeconomic efficiency. “They basically do not successful”. Looking at the violent debate on medical reform in recent years, it is essentially a discussion of social fairness in the rapid marketization of China as a whole. It is a reflection of the system design itself under the current polarization of wealth and richness after the reform and opening up.
