1950年11月,16岁的刘天鹏中学未毕业,为响应毛泽东“一定要把淮河修好”的号召,毅然进入了苏北治淮水利工程技术人员训练班。当时,共和国正处于百废待兴时期,他努力学习,认真工作,全身心投入祖国的水利建设事业,谁知这一干就是几十年。由于他从50年代就参加了水利建设工作,所以对全省水利发展有比较全面的了解和宏观认识。“文革”初期,他在受到冲击的背景下,默默地承受了一切。1970年1月,他带着瘦小体弱的妻子和两个幼小的孩子,来到泰县溱潼公社接受再教育。在农村劳动的3年里,他仍然不忘自己的专业,忙中偷闲,拨冗学习,并且主动发挥自己业务专长,与几位下放干部一道,为公社、大队搞水利规划,帮助县里加强建筑工地的管理,直到1973年5月,才被落实政策调回原单位。
