一、日本对渔业资源的依赖性日本土地面积有限、农业条件不利、人口又在不断地大量增加、再加畜牧业生产又处于不发达的情况下,国家的核心目标之一始终是要向全国保证提供足够的食物。为要达到这个目的,关键性的战略就是要发展渔业生产,不但要发展沿海的渔业,并且还要发展近海和远洋渔业。日本人民对水产品的依赖性很大。自古以来,认识到水产品具有丰富的营养价值,它有益于健康起,水产品就是他们普遍喜爱的食物。日本人民每人每天所摄取的动物蛋白质总数中的45.6%,或者说18.1克,是从水产品中获得的。日本人民的鱼类消耗水平要比其他大多数的国家高得多(表1)。
