从历史上看,公共关系研究的中心,一直是紧紧围绕着“Public”而非“Relations”展开的。公关学者们多从“传播”的角度来界定公共关系,比如格鲁尼格的著名定义“公共关系是组织和公众之间的传播管理”;从业者们也多从传播策略、传播效果、新闻发稿量等指标,来衡量和考察公共关系的价值所在。因此,“关系”概念在国内外的公共关系理论中都是缺位的,甚至可以说是被有意回避的。
