“惩治和预防腐败体系”对政府采购提出新要求2005年1月,中共中央印发的《建立健全教育、制度、监督并重的惩治和预防腐败体系实施纲要》中提出,要进一步健全政府采购制度,完善管理职责与执行职责分离的政府采购管理体制。中央纪委进一步明确了2007年底前政府采购制度改革的工作任务,要求初步建立地市级政府集中采购工作机制,制定《中华人民共和国政府采购法实施条例》及相关制度办法。财政部根据要求,制定了2007年底前完善政府采购制度的时间表和年度目标。
“Punishing and Preventing Corruption System ” Put forward New Requirements for Government Procurement In January 2005, the “Implementation Outline of Establishing a Sound System of Punishment and Prevention of Corruption, Equal Attention to Education, System and Supervision” issued by the CPC Central Committee proposed that government procurement should be further improved System, improve the management responsibility and implementation of the separation of government procurement management system. The Central Commission for Discipline Inspection further clarified the tasks for the reform of the government procurement system before the end of 2007 and demanded the initial establishment of a centrally-governed procurement mechanism at the municipal level and formulated the “Regulations for the Implementation of the Government Procurement Law of the People’s Republic of China” and other relevant institutional measures. According to the requirements of the Ministry of Finance, the timetable and annual goals of perfecting the government procurement system by the end of 2007 have been formulated.
