水资源是天然水中可利用的淡水资源。所谓水资源征收(表务)管理,实际是指国家为保障水资源可持续利用采取强制手段使开发利用水资源的单位或个人支付一定费用的一整套管理措施。这是《中华人民共和国水法》(以下简称《水法》)已明确提出的要求,本市已制定征收水资源费的地方性规定和标准。建立了水资源征收(表务)管理的信息系统并应用于水资源管理,提升了水资源管理的服务保障水平。
