上海地处长江口和杭州湾之间,具有广阔的滩涂资源,长江来水每年挟带近5亿t泥沙,为滩涂淤涨提供了丰富的物质基础。建国以来,在浦东地区的长江口沿岸滩涂上通过圈围增加陆域面积3万余亩,这为浦东的工业、环保、市政、港区、航运、旅游、房产等建设提供了大片的土地。随着浦东新区的改革开放,浦东地区急速城市化,土地资源十分宝贵,征地费用每亩高达20万元左右。通过合理圈围滩涂,在得到土地的同时,浦东地区黄金岸线也得到了充分利用。根据浦东地区的岸线规则,最终形成的新岸线一般在吴淞高程0m左右的滩涂上,圈围工程一般按岸线规划进行。近十年来,按照岸线规划先后进行
