文章探讨了公共企业的领导如何利用政治的、管理的与个人的领导力要素来应对动荡的环境。在韩国两大公共企业合并为韩国土地住宅公社时,其首席执行官李之松(Lee JiSong)有效应对了存在严重挑战的政治和管理环境。本文即是对李之松就此案例进行的深度分析。作为一家大型建筑公司的工程师、经理和首席执行官,李之松充分利用其政治的、管理的与个人的领导力资本,有效应对了来自国会议员的政治挑战和合并后的一体化管理、组织稳定和财政改善等管理挑战。本文认为,由于公共企业经常在一个公共和私人价值相互影响的环境中运作,有效的公共企业领导必须同时是精明的政客和商人。
The article explores how public-sector leaders can take advantage of political, managerial and personal leadership elements to deal with turbulent conditions. When the two largest public corporations in South Korea merged into a land-based commune in South Korea, its chief executive, Lee Ji Song, effectively tackled the political and regulatory environment that posed serious challenges. This article is about Li Zhisong’s deep analysis of this case. As an engineer, manager and CEO of a large construction company, Li Zhisong fully capitalized on his political, managerial and personal leadership capital to effectively manage the political challenges and post-merger integrated management from congressmen, and to organize stability and Financial improvement and other management challenges. This paper argues that since public enterprises often operate in an environment where public and private values interact, effective public enterprise leadership must be both astute politicians and businessmen.
