As is known to all, the ”Great Japanese Empire Constitution“ (the Meiji Constitution), which was promulgated by the Japanese government in 1889 as a gift of Emperor, was directly modeled on the 1850 Constitution of Prussia. Because of the mass copying of the Constitution of Prussia by the Constitution, some scholars assert that the Meiji Constitution ”only three are original.“ However, the promulgation of this ”non-original“ constitution does not mean that Japan completely copied the constitutional system of Prussia; on the contrary, ”extremely flexible"
