地方政府行政管理体制的创新是推动地方经济发展的主要因素之一,随着我国改革由中央政策优惠进入到地方政府管理体制创新阶段,区域发展差距已经表现为地方政府创新能力上来,为了推动这一研究,《经济社会体制比较》杂志社提出了相关调研和研究课题,力图通过解剖案例和横向比较寻求地方政府行政管理体制创新可持续的制度机制,为此选择了山西省太原市小店区的五项制度案例作为研究重点。小店区是山西省省会城市太原市的一个城区,作为中部省区,为了优化投资环境,小店区在前几年改革探索的基础上,逐渐形成了以“区级费用免收制”、“慎用处罚制”、“备案经营制”、“不告不查制”和责任追究制五项制度为中心的行政管理体制改革思路和措施。本专题调研从五项制度的形“”成环境、实施绩效以及行政可持续性角度对其进行了分析研究,并通过多个案例的比较提出了进一步完善思路和措施选择。

Through the comparison of several cases, it puts forward some suggestions to further improve the ideas and measures.
