新世纪以来,中国社会出现了一批公众人物,他们以其特有的职业身份或专业技能,通过公共舆论影响政府议程,最终加速或直接导致了公共政策的变迁。这些公众人物具有清晰判然的群体特征,选择国家主导的社会治理制度作为公共议题,借助专业技能与社会网络建立起权势地位,通过偶然性的公共事件或制度性的政治机会结构选择恰当的行动机会。但是不应高估这些公众人物的政策影响力。 Since the beginning of the new century, a group of public figures have emerged in Chinese society. With their unique professional identity or professional skills, they influence the government’s agenda through public opinion and eventually accelerate or directly lead to the change of public policies. These public figures have clearly defined community characteristics. They choose the state-led social governance system as a public issue, establish their power status with social networks through professional skills, and select appropriate opportunities for action through occasional public events or institutional political opportunistic structures. However, the policy implications of these public figures should not be overestimated.
