县级机构改革人员分流是难点

尽管县级政府机构改革尚未启动 ,但人们已经意识到 ,与省级机构改革相比 ,县级机构改革在职能转变、人员分流和成果巩固等问题上 ,有更难的地方。本文对县级机构改革的最大难点———人员分流问题进行了分析 ,指出了县级机构改革中人员分流比省部级要难的四大原因 ,提出了分流人员的6种办法 ,可能对搞好县级机构改革有参考意义 Although the reform of county-level government agencies has not yet started, people have come to realize that the reform of county-level agencies is more difficult than that of provincial-level agencies in terms of functional changes, diversion of staff and consolidation of achievements. This paper analyzes the most difficult point of county-level organizational reform --- personnel diversion problem, points out four reasons why the staff diversion in the county-level institution reform is more difficult than that of the provincial and ministerial level, and proposes six ways to divert personnel.
