今年全國初、高級中學將招收新生一百三十四萬九千餘人,這個數字,如果和過去相比較,已經超過了一九四九年解放初期全國小學生的總人數,也幾乎接近了舊中國歷史上最高年份全國中學生的總人數。沒有疑問,要完成上述招生任務,是需要各級教育行政部門和全體中學教育工作者的巨大努力的。在目前中學教育發展中,所急切需要解決的主要問題之一,便是校舍不足的問題。過去幾年來在解決校舍不足這一問題上,各地區曾經想了一些辦法,也積累了一些經驗。其中最主要的便是辦二部制。就現在已有的經驗看來,這一辦法是完全切合於我們今天的情況和需要的,是完全有可能充分發揮我們現有校舍的潛力的。依照各地區所反映的情況,要推行中學二部制,必須首先解決思想認識上的問題。據我們瞭解,一般在這方面所存在的問題,主要是正規與非正規以及有關教學質量的問題。由於多年來大家都習慣於舊型學校的一套傳統的辧法,因而每每容易把二部制的班級,看做是非正規的班級;二部制的學校,是非正規的學校。如過去有的地區,省市佈置了辦二部制的任務,而我們的學校在思想上搞不通,因而仍然是儘量想辦法把它改變過來;有的雖然辦起來了,卻把它看做是一種臨時性的附加工作,因而重視不夠。反映到學生及家長身上,則認為是「讀二部制不光榮」「讀二部制沒有出路」。其實,學校的正規與非正規,
