公立医院改革进展的大体判断自2012年开始公立医院改革试点至今,已经3个多年头。以我调研和接触的信息来看,可把改革进展分为3类:第一类是改革主动积极、行动迅速,进展领先、成效显著。如浙江、北京、上海、安徽、福建三明等地。这类地区有以下共性:一是当地政府决心大、真重视、有责任心、有担当。改革是难,但领导真的重视了就不难,真抓实干就不难。二是看得准、有信心。认为改革一定能带来红利,对一些问题也看得准,出招既稳又准。三是有改革操盘
