近日,财政部、国家税务总局发布通知,经国务院批准,自2015年5月10日起调整卷烟消费税政策,将卷烟批发环节从价税税率由5%提高至11%。对此,国家卫生计生委新闻发言人宋树立表示,国际经验表明,提高烟草税率和价格是最有效的单向控烟措施,可以达到双赢的效果。世卫组织有调查数据,烟草价格每提高1 0%会使得烟草消费降低,在发达国家,烟草消费税每提高10%,烟草消费会减少4%,在发展中国家会减少8%。
Recently, the Ministry of Finance and the State Administration of Taxation issued a circular. With the approval of the State Council, the Cigarette Consumption Tax (VAT) policy has been adjusted since May 10, 2015 to raise the ad valorem duty rate on cigarettes from 5% to 11%. In this regard, the State Health and Family Planning Commission spokesman Song Shuli said that international experience shows that raising tobacco tax rates and prices is the most effective one-way tobacco control measures can achieve a win-win results. WHO survey data show that for every 10% increase in the price of tobacco, tobacco consumption will decrease. In developed countries, every 10% increase in tobacco consumption tax will result in a 4% reduction in tobacco consumption and a decrease of 8% in developing countries.
