本文阐述了数民族在西部开发中的角色定位,少数民族是西部开发的行为主体、经济主体和利益主体之一;其利益主要表现在直接的物质利益、可持续的环境利益、自我发展能力和人力资源开发能力。认为西部开发中少数民族利益实现方式主要包括:创造参与机会是获得直接物质利益的基本方式;通过资源替代和利益补偿是可持续生存环境利益的重要方式;开发政策和投入对西部地区“三农”的重视是保障西部开发中少数民族获得实惠的必要前提。
This article elaborates the ethnic minority’s role in the development of the western region. The ethnic minorities are the actors, economic agents and stakeholders in the development of the western region. Their interests are mainly manifested in direct material interests, sustainable environmental benefits, self-development capabilities and Human resources development capability. It is considered that the ways of realizing the interests of ethnic minorities in the development of the western regions include: creating participation opportunities is the basic way to obtain direct material benefits; adopting alternative resources and compensating interests as an important way for the benefits of sustainable living environment; developing policies and inputs to the western region Agriculture "is the necessary prerequisite for guaranteeing that ethnic minorities in the course of developing western regions can benefit from it.
