贫困不是国际贸易的直接结果。贸易政策对贫困的影响是:第一,它可能对贫困的某些直接决定因素产生影响;第二,它可以提供消除贫困的有效政策杠杆。贸易自由化促进了增长,而增长有助于消除贫困。拒绝对一些穷人有负面影响的改革是一种导致长期停滞的处方,并且最终会加重贫困。制定总体反贫困政策来解决贫困问题是最根本的办法。
Poverty is not a direct result of international trade. The impact of trade policy on poverty is: first, it can have an impact on some of the direct determinants of poverty; second, it can provide effective policy levers to fight poverty. Trade liberalization has contributed to growth, and growth has contributed to the eradication of poverty. Reforms that refuse to negatively affect some poor people are a recipe that leads to long-term stagnation and, ultimately, aggravates poverty. It is the most fundamental way to formulate an overall anti-poverty policy to solve the poverty problem.
