产学研相结合是发展我国高新技术产业的一条重要途径。我国生产和科研长期形成的“两张皮”现象,主要是因为科研部门资金大部分来源于政府,而企业又没有形成真正自负盈亏的市场体制。经过近20年的演变,我们惊喜地看到,科研与生产“两张皮”的问题正得到迅速的解决,一大批新型的产学研一体化的企业、科研院所正在茁壮成长,不同地区也在探索产学研结合方式上进行了许多有益的尝试。究其原因,核心是我们坚持了市场化的改革方向。
