辽宁中部地区受到副热带高压的暖湿空气和西风带低压槽的冷空气相遭遇影响,在1995年7月末较大范围内连续降水,从而使辽河、浑河、太子河都发生了大洪水。但在三河现有大型水库工程的控制调节以及城市河道堤防工程的配合防御作用下,免除和减轻了洪水损失,取得了明显的防洪效益。其中,减免了城市三河洪水淹没面积3241.5km~2,避免了城镇及农村329.5万人受淹,减少洪灾损失564.1亿元。。
In central Liaoning, the warm air of subtropical high and the cold air of westerly low pressure trough encountered the same situation. Continuous precipitation occurred in a large area at the end of July 1995, causing great floods in Liaohe, Hunhe and Taizi rivers. However, under the control and adjustment of the existing large-scale reservoir works in the Three Rivers and the cooperation defense function of the urban river embankment project, the flood losses are relieved and reduced, and obvious flood control benefits have been achieved. Among them, the floodwaters of the three rivers in the city were reduced by 3241.5km ~ 2, avoiding the flooding of 3.995 million people in urban and rural areas and reducing the flood loss by 56.41 billion yuan. .
