本文以十六大以来西藏自治区“两会”、党代会产生的自治区领导干部为主要研究对象,考察其民族构成,分析其配备对当地民族关系的影响及其原因。区政协、人大领导机构中藏族干部占多数,政协比人大所占比重更大,汉族干部所占比例呈上升趋势;区政府、党委、纪委领导机构中藏族、汉族干部所占比例基本保持平衡,其他少数民族干部没有;自治区藏族领导干部有岗位,有实权;自治区领导干部历练平台集中,输入途径广泛。特殊区情决定了民族干部分布格局,用人导向决定着各民族干部之间的关系,民族干部工作影响着民族关系的走向。
Since the 16th National Congress of the Communist Party of China (CPC), the leading cadres of the autonomous regions and autonomous regions led by the “two sessions” of the Tibet Autonomous Region have been the main research objects. Their ethnic composition has been investigated. The impact of their allocation on local ethnic relations and its causes have been analyzed. The ratio of cadres in Han nationality area is on the rise; the percentage of Tibetan and Han cadres in district government, Party committee and Commission for Discipline Inspection is basically in balance; Other ethnic minority cadres did not. Autonomous regions have leading cadres with posts and real power. Leading cadres of autonomous regions are concentrated in their experiences and have extensive input channels. The special situation determines the pattern of ethnic cadres’ distribution and the employment orientation determines the relations among ethnic cadres. The work of ethnic cadres affects the trend of ethnic relations.
