In the late 1980s, China and the former Soviet Union reached an agreement to jointly build a hydropower station in the border river Heilongjiang (Amur). In order to make the project on schedule, all preparatory work related to it is carried out first. Under the direct command of the provincial government and the Provincial Cultural Relics Management Committee, a census team of cultural relics mainly consisting of business cadres of the Provincial Institute of Archeology, and some of the cultural relics cadres of cities and counties, was formed to conduct a comprehensive survey of cultural relics in the inundated area of the right bank hydropower station in Heilongjiang. From May to July 1989, the first phase of the census was conducted in a range of areas including the Mohe River under the jurisdiction of the Greater Hinggan Mountains,
