提出了当前城乡旅游产业发展战略方向调整及其产业规划的制定原则;分析了构建城乡旅游产业环境支持体系的关键因素,包括制度支持机制、政策支持机制、财政支持机制和科技支持机制。构建起基于循环经济的城乡旅游产业互补共生圈的运行模式,分析了组成其运行模式的六大部分,包括理论系统、动力系统、支撑系统、参与层面系统、旅游循环经济相互关系和目标系统的组成及运行机理。
