为推动和开创全区农田水利建设的新局面,促进全区国民经济尤其是农牧业生产持续稳定地发展,自治区人民政府批准,全区水利工作会议于1990年11月5～9日在呼和浩特市召开。全区水利系统117个单位及自治区、盟市、旗县政府代表计216人参加了会议。会议由自治区水利局局长张文彬、副局长吴守信、乌云毕力格同志主持,自治区副主席阿拉坦敖其尔、副秘书长刘佩勇、自治区农委主任宝音图等领导同志出席了大会,并作了重要讲话。在会议开幕式上,自治区副主席阿拉坦敖其尔针对这次会议的重要任务,从战略高度认识水利在国民经济中的基础产业地位,
