问:为什么要制定《境内居民因私兑换外汇办法》?答:我国外汇管理体制改革目标,是要实现人民币的可兑换,使人民币成为完全可兑换货币.为了实现这一目标,我国从1994年初就开始有步聚地对外汇体制进行深层次的改革.具体说,就是要通过三个步骤实现人民币的完全可兑换:第一步实现人民币在经常项下有条件可兑换;第二步实现人民币在经常项下可兑换;第三步逐步放开资本项目,实现人民币的完全可兑换.通过1994年的改革实践,我国已顺利地完成了外汇体制改革的第一步目标,成功地实现了人民币在经常项下有条件的可兑换.下一步改革要实现的目标是在2000年前实现人民币在经常项下可兑换;成为国际货币基金协定第八条款成员国.目前我国距离人民币在经常项下可兑换的目标差距已不大,主要是居民因私出境用汇兑换标准还较低、外商投资企业还没完全纳入结售汇体系,以及个别非贸易非经营性项目的汇兑还有少量限制.因此提高居民因私用汇兑换标准是实现我国人民币在经常项下可兑换目标的重要措施.《办法》不仅大大提高了居民因私用汇的兑换标准,而且还增加了因私用汇兑换的范围.《办法》的实施,推动和促进了外汇体制改革进程,加快了人民币在经常项下可兑换的改革步伐.
