宁波市中心城区文物保护单位数量较多,种类丰富,保护级别高,利用方式多,但也存在保护区划缺位、日常管理疲软、保护资金不足、旅游开发混乱等问题。究其因主要在于观念存在误区、体制机制不畅、公众参与度低、专业人才短缺。基于此,因应之策是完善管理体制,加强制度建设;建立记录档案,开展动态监控;采用多种模式,进行合理利用;加强宣传策划,畅通监督渠道;注重理论研究,培养专业人才;完善投入机制,多方筹集资金。
