各省、自治区、直辖市人民政府:为贯彻落实《中华人民共和国固体废物污染环境防治法》和《医疗废物管理条例》,加大危险废物处置力度,促进危险废物处置产业化,经报请国务院同意,现将实行危险废物处置收费制度,促进危险废物处置产业化的有关问题通知如下:一、全面推行危险废物处置收费制度,促进危险废物处置的良性循环危险废物是指列入《国家危险废物名录》或者根据国家规定的危险废物鉴别标准和鉴别方法认定的具有危险特性的废物,包括工业危险废物、医疗废物和其他社会源危险废物。所有产生并委托他人处置危险废物的单位,均应按规定缴纳危险废物处置费。
