历经13年漫长曲折的谈判和努力,1999年11月15日,中美双方终于就中国加入WTO正式签署双边协议,为中国成为WTO成员国打开了胜利之门。在中国加入WTO指日可待之时,我们应当充分认识加人WTO应享有的权利和应承担的义务,正视机遇和挑战,未雨绸缪。第一,外贸体制改革存差距。WTO的运行基础是市场经济,它对于各国经济和贸易制度中有违反自由市场机制的因素,都加以排除或严格限制。加入WTO意味着承诺遵守国际规则,使我国经济体制尤其是外经贸体制与多边贸易体制相接轨和相协调。目前,我国贸易体制与WTO多边贸易体制的要求尚
After 13 years of long and tortuous negotiations and efforts, China and the United States finally signed a bilateral agreement on China’s accession to the WTO on November 15, 1999, opening the door to victory for China’s membership in the WTO. When China’s accession to the WTO is just around the corner, we should fully recognize the rights and obligations that the WTO should enjoy and face the opportunities and challenges beforehand. First, the gap in foreign trade system reform. The operation of the WTO is based on the market economy. It excludes or severely restricts the existence of factors that violate free-market mechanisms in the economic and trade systems of all countries. Accession to the WTO means commitment to abide by international rules and to align and coordinate the economic system of our country, especially the system of foreign trade and economic cooperation with the multilateral trading system.
