关税及贸易总协定是一个多边贸易协定,它为国际贸易设定章程,为解决各国之间的贸易争执提供一个机构,并负责组织多边贸易谈判(每次谈判叫一个回合)以减少贸易壁垒。然而,对一些影响到国际贸易,来源于环境保护政策的有关复杂情况,这一协定却没有提到。唯一与环境间接有关的条款是列入关贸总协定总免责事项的××条款。××条款规定:
The General Agreement on Tariffs and Trade is a multilateral trade agreement that sets the charter for international trade, provides an agency for resolving trade disputes among nations and is responsible for organizing multilateral trade negotiations (one round per negotiation) to reduce trade barriers. However, for some complicated situations that affect international trade and originate from environmental protection policies, this agreement is not mentioned.
