With the relative weakening of the competitive position of U.S. companies in the high-tech product market, the United States is taking measures to restore the science and technology potential of the state's industry: to stimulate industry to increase investment in research and development. In the meantime, in order to promote industrial research, some complicated organizational and financial problems need to be solved, including the ever-increasing cost of research and development. One of the most promising solutions to these problems is to develop cooperation between companies in R & D so as to save costs and reduce the duplication of research.
