2005年2月,铁道部以铁运(2005)18号文公布了《铁路货车辅修修制改革实施办法》,自2005年3月1日起逐步取消铁路货车(含企业自备车)辅修修程,这是一项积极探索铁路跨越式发展,逐步建立更加科学、合理的货车检修制度,提高车辆利用率的重要改革举措,符合铁路跨越式发展战略的要求。
