After World War II, out of concerns about the danger of nuclear war, the prevention of nuclear proliferation has gradually become a consensus of all countries. In 1959 and 1961, the United Nations General Assembly successively adopted the bill put forward by Ireland and demanded that nuclear-weapon states “strictly control” nuclear weapons and do not “transfer manufacturing technology” to non-nuclear-weapon states. In 1965, the United States and the Soviet Union respectively submitted a draft of the NPT to the Disarmament Commission. On January 7, 1968, 62 countries including the United Kingdom, the United States, and the Soviet Union signed the Treaty on the Non-Proliferation of Nuclear Weapons. 1970
