8月11日至12日,科技部党组副书记、副部长王志刚一行来我省调研科技体制改革工作。王志刚实地考察了中电集团三十八所等单位,并在合肥召开座谈会,副省长倪发科出席会议并讲话。省科技厅厅长、省创新办主任徐根应,副厅长王洵,以及我省有关高校、研究院所和企业主要负责人参加座谈会。王志刚对我省自主创新和科技体制改革工作予以充分肯定。他指出,大力推进科技体制改革,对于促进经济转型升级、提升核心竞争力、建设创新型国家,将产生重要的推动作用。我们要不断增强责任感、使命感,通过深化改革,不断解决科技体制机制中存在的问题,为我国科技事业发展注入源源不断的强大动力。倪发科指出,近年来,省委、省政府高度重视科技体制改革,始终将其作为提升自主创新能力、转变发展方式的一项重要工作来抓。在科技部的鼓励和支持下,我省积极开展科技成果转化机制、科技交流合作机制、科技管理机制和股权激励机制等方面的改革创新,为加快推进合芜蚌自主创新综合试验区和国家技术创新工程试点省建设,发挥了重要作用。下一步,我省将深入推进科技体制改革,努力取得更多的成果,促进经济社会又好又快发展。座谈会上,徐根应厅长汇报了安徽省自主创新和推进科技体制机制改革情况,来自中科大、中科院合肥物质科学研究院、中电集团第三十八所、奇瑞汽车公司、中科大讯飞公司、安徽叉车集团的有关负责人结合自身实践,从不同侧面对推进科技创新和体制机制改革进行了交流发言。本刊现摘要刊登发言内容,以飨读者。
From August 11 to 12, Wang Zhigang, deputy party secretary and deputy minister of the Ministry of Science and Technology, came to our province to study the work of reforming the scientific and technological system. He pointed out: To vigorously promote the reform of science and technology system will play an important role in promoting economic restructuring and upgrading, enhancing core competitiveness and building an innovation-oriented country. We must continue to enhance our sense of responsibility and mission. Through deepening the reform and constantly resolving the existing problems in the scientific and technological institutional mechanisms, we must inject a steady stream of impetus into the development of China's science and technology. Ni Fako pointed out that in recent years, the provincial party committee and government have attached great importance to the reform of the science and technology system and have always taken it as an important task to enhance the capability of independent innovation and change the mode of development. With the encouragement and support of the Ministry of Science and Technology, the province has actively carried out reforms and innovations in mechanisms for the transformation of scientific and technological achievements, scientific and technological exchanges and cooperation mechanisms, scientific and technological management mechanisms and equity incentive mechanisms. In order to accelerate the comprehensive experimental zone for independent innovation of Hefei, as well as the national technology Innovation Project pilot provinces, has played an important role.
