世界贸易组织中乌拉圭回合谈判结束与《农业协定》的签订,为农产品与食品贸易的自由化进程铺设了一条平坦的合法道路。经济全球一体化更是将食品贸易从国内领域延伸到了更广阔的国际领域。无论如何,食品贸易涉及到国贸政策、国民健康与安全多重问题,内容各属特殊性质。伴随着食品贸易全球自由化日益凸显,食品安全问题必将成为日后政府与国民关注之重。本篇文章旨在阐述食品安全问题的前提下,提出一系列既协调与发展食品贸易又有法律依据的措施。
The conclusion of the Uruguay Round of WTO negotiations with the Agreement on Agriculture in the World Trade Organization has laid a fair and legitimate path for the liberalization of agricultural products and food trade. Economic globalization has even extended the food trade from the domestic area to the broader international area. In any case, the trade in food involves multiple issues concerning the state’s trade policies, national health and safety and the content is of a special nature. Along with the increasingly prominent global liberalization of food trade, the issue of food safety will surely become the focus of attention of the government and the people in the future. This article aims to elaborate on the premise of food safety issues, put forward a series of measures that not only harmonize and develop the food trade, but also have legal basis.
