天津市自收自支事业单位养老保险制度建立以来,在完善保险制度体系,推动人事制度改革,保障离退休人员基本生活方面发挥了重要作用。但近几年,也逐步显现出因制度设计带来的一些问题,制度可持续性面临严峻挑战。本文在分析天津市自收自支事业单位养老保险制度运行情况基础上,结合国家养老保险制度改革方向,提出改革思路及措施。
Since the establishment of the pension insurance system of self-supporting public institutions in Tianjin Municipality, Tianjin has played an important role in improving the insurance system, promoting the reform of the personnel system and guaranteeing the basic livelihood of retirees. However, in recent years, some problems arising from the system design have been gradually revealed, and the sustainability of the system is facing severe challenges. Based on the analysis of the operation of endowment insurance system of self-supporting public institutions in Tianjin Municipality, combined with the direction of the reform of national pension insurance system, this paper puts forward the reform ideas and measures.
