Therefore, it is urgent for SMEs to enhance their ability to create, use, protect and manage intellectual property. The effective ways to implement the mode of IPR docking between SMEs are: enterprises to further enhance their understanding of intellectual property rights and independent innovation capacity, speed up the training of intellectual property personnel; the same time, the government should play a leading role in intellectual property transactions, services, use and protection of property rights .
