近年来,在我国房地产市场供求矛盾比较突出、法律法规不够健全、市场秩序比较混乱的背景下,个别境外投资者想方设法绕开监管限制,从事各种房产投资和投机活动,不仅直接影响房地产市场的健康发展,还削弱了宏观调控的政策效果,加大了国际收支失衡和人民币升值的压力。外汇局上海市分局结合外资投资上海房地产市场的具体案例对《意见》和《通知》的管理重点及基本原则进行了政策解读。
