文秘工作是以为领导机关工作运转和领导者决策服务为宗旨,在文件、会议、办事等方面所从事的辅助性、参谋性、事务性工作。文秘工作既不同于领导工作,又不同于业务部门的工作,同社会改造活动一样,文秘工作具有自己质的规定性,而文秘档案管理工作如何才能满足社会时代的需要,是每一个从业者都必须思考的重大问题。本文从规范公文处理程序,把好公文形成关开始,就档案管理工作的整个流程进行了详尽论述,提出的观点对于指导当前文秘档案管理工作具有重要意义。
