“搞好大的,放活小的”,“加快国有小企业改组步伐”作为党的“九五”计划和未来15年改革目标的建议,已经取得了国民的共识。今年以来,国有小企业改革已渐露亮点。但是,对于实践中不断涌现的新现象和新问题,比如,抓大放小的“放”字如何理解,小企业的界限如何划定?小企业改革中的中央与地方关系应如何确定?小企业改革与公有制主体地位的关系等,理论上并未求得较为统一的解说,并在实践中导致了过多的“摸着石头过河”式的随机性操作。因而,也已成为一个不容回避的前沿课题。
The proposal of “doing big, letting go of small” and “accelerating the pace of reorganization of small state-owned enterprises” as the party’s “Ninth Five-Year Plan” and the reform goals for the next 15 years has achieved consensus among the people. Since the beginning of this year, the reform of state-owned small enterprises has gradually exposed bright spots. However, for the emerging new phenomena and new problems in practice, for example, how do you understand the “let go” and how to understand the boundaries of small enterprises? How should the relationship between the central and local governments in small enterprise reform be determined? The relationship between enterprise reform and the dominant position of public ownership, in theory, has not obtained a more unified explanation, and in practice has led to an excessive number of random operations of “crossing the river by feeling the stone”. Therefore, it has also become an unavoidable frontier issue.
