(一)银行业对外开放的承诺根据 WTO 有关协议,我国将逐步取消对外资银行外币业务、人民币业务、营业许可等方面的限制,履行以下承诺:1.对外资银行营业许可方面的承诺(1)扩大外资银行外汇业务范围正式加入时,取消外资银行办理外汇业务在客户对象方面的限制。外资银行可以立即向中资企业和中国居民全面提供外汇服务,且不需要进行个案审批。正式加入时,立即允许外资银行在现有业务范围基础上增加外币兑换、同业拆借、外汇信用卡的发行、代理国外信用卡的发行等业务。(2)逐步扩大外资银行人民币业务范围根据承诺,我国加入 WTO 后,将从多方面扩大外资银行经营人民币业务的范围。第一,
