At present, the term core literacy has become a new hot spot in China’s basic education sector. The proposal of core literacy has triggered a new discussion in the education sector on deepening the reform of basic education curriculum and implementing quality education goals. The Ministry of Education of the People’s Republic of China has proposed the task of “researching to build the development of core literacy systems for primary and secondary school students” for the first time in the “2014 Key Points of Work of the Ministry of Education” on the basis of studying the core literacy of developed countries and regions. The printing and issuance of the “Opinions of the Ministry of Education on Comprehensively Deepening the Reform of Curriculum to Implement the Basic Tasks of Lideshuren” (hereinafter referred to as “opinions”). The “Opinions” again emphasizes the task of “researching and formulating students’ development of a core literacy system” as an educational reform task, and specifies specific work safety.
