在中国举办经济特区开放部分沿海城市后,历史这次选择了海南——1988年4月13日,七届全国人大一次会议正式批准设立海南省,建立海南经济特区。海南被赋予当时全国最优惠的开放政策和改革试验权。其中,上世纪90年代初设立的洋浦开发区首创了外商成片承包开发模式,作为当时我国对外开放最大胆的举措,标志着我国对外开放方式的新突破。洋浦作为我国对外开放的一个风向标,曾经数度成为我国对外开放政策的制高点。
After China held a special economic zone opening up some coastal cities, history chose Hainan this time. On April 13, 1988, the first session of the Seventh National People’s Congress formally approved the establishment of Hainan Province and the establishment of Hainan Special Economic Zone. Hainan was given the most preferential opening policy and reform test right in the country at the time. Among them, the Yangpu Development Zone, established in the early 1990s, pioneered the contract-based development model of foreign-funded enterprises. As the most bold move of opening up to the outside world at the time, it marked a new breakthrough in opening up to the outside world. Yangpu, as a vane for opening up to the outside world, has for some time become the commanding point of China’s opening up policy.
