为彻底改变多年来青少年德育工作“高消耗、低效益”的状况,党中央、国务院2004年2月发布专门文件,强调要加强和改进未成年人的思想道德建设,就必须“坚持贴近实际、贴近生活、贴近未成年人的原则”。因此,德育内容要贴近实际、贴近生活、贴近未成年人,就必须考虑:青少年的不同年龄层次;不同的家庭、工作、朋友圈背景;如何接触、沟通、交流青少年的思想实际,如何关注现实的难点热点问题。德育形式的“贴近”也必须跟上,要着眼于尊重体验,符合少年儿童身心特点,重视家教形式“课程”的正面作用。
