自1987年全面推行承包经营责任制以来,承包制在全国各地发展很快,目前,全国已有83.8％的预算内国营工业企业实行了承包。由于各级财政部门与有关部门一起积极推动,尽职尽责,推行承包制取得了较大的成效。但是,由于承包制本身的局限性,以及执行中出现偏差,管理不严,监督不力,承包中的问题也很突出,承包制亟需进一步完善。
Since the full implementation of the contract management responsibility system in 1987, the contract system has developed rapidly throughout the country. At present, 83.8% of the budget state-owned industrial enterprises in the country have contracted. Due to the active promotion of the financial departments at all levels and relevant departments, due diligence and implementation of the contract system have yielded greater results. However, due to the limitations of the contract system, as well as the deviation in implementation, lax management and poor supervision, the problems in the contract are also outstanding, and the contract system needs to be further improved.
