党的十八大以来,党中央高度重视党风廉政建设和反腐败工作。国有企业因其在国民经济中的重要地位,成为廉政建设的重要阵地,国企高管成为廉政建设的重点监督对象。数据分析表明:目前国企高管收入过高的现象虽有所改变,但国企高管的在职消费仍然大幅高于民企,部分企业存在腐败和低效的问题。企业高管收入的合理值受到公司规模、经营业绩和行业属性的综合影响。国企高管收入与公司规模密切相关,而与业绩相关性弱,薪酬制定不合理,尤其是在具有垄断优势的国企中,高管收入明显偏高。根治国企高管收入过高等腐败问题,需从以下四方面入手:筑牢政治根基,加强党建工作;完善法律规制,强化纪检监督;加强内部监管,形成修复机制;构建廉洁年金制度,创新反腐举措。
Since the 18th CPC National Congress, the CPC Central Committee has attached great importance to the work of building a clean government and fighting corruption. Owing to their important position in the national economy, state-owned enterprises have become an important front for the building of an honest and clean government. State-owned enterprise executives have become the key targets under supervision of building an honest and clean government. The data analysis shows that although the phenomenon of over-income of state-owned executives has changed, the on-the-job consumption of state-owned executives is still significantly higher than that of private enterprises, and some enterprises have the problem of corruption and inefficiency. The reasonable value of corporate executives income by the company size, business performance and industry attributes combined effects. The revenue of state-owned executives is closely related to the size of the company. However, their performance-related weakness and unreasonable pay-making make them especially high income among state-owned enterprises with monopoly superiority. We should start from the following four aspects: to build a solid foundation for politics and strengthen party building work; to improve legal regulations and strengthen discipline inspection and supervision; to strengthen internal supervision and repair mechanisms; to establish a system of honest annuities and innovate anti-corruption measures .
