中欧和东欧地区卫生部门改革的成败与否,很大程度上取决于其医务人员的配备情况。本文研究了这些地区医务人员的配备趋势和工作环境,指出医务人员工资、地位与西欧相比要低,工会信誉危机、职业协会未得到充分发展等。为了实现卫生部门改革和改善人口健康状况,必须重组医务人员,并针对基本卫生保健重新修订训练课程。最后,文章还指出“工作福利”恶化,及其对占主要地位的女性医务工作者的不良影响等。
The success or failure of health sector reform in Central and Eastern Europe depends largely on the availability of its medical staff. This article studies the medical staffing trends and working environment in these areas, and points out that the salaries and status of medical personnel are lower than those of Western Europe, the credit crisis of trade unions, and the professional associations have not been fully developed. In order to achieve the reform of the health sector and improve the health status of the population, it is necessary to reorganize the medical staff and revise the training course for basic health care. Finally, the article also points out that “job welfare” has deteriorated and that it has had a negative impact on female medical workers who are the main players.
