在台商投资的驱动下,两岸经贸关系取得了长足发展,目前两岸已初步形成了相互促进与互补互利的格局。这些成就的取得很大程度上得益于大陆方面对发展两岸经贸关系持续而稳定的政策支持。为最大限度保护台湾同胞利益,促进两岸经贸交流与合作,中国大陆中央与地方各级政府出台了一系列优惠政策,其有效性问题越来越受到政府与相关学者的重视。本文试图从实证的角度,采用定性与定量相结合的研究方法,以20多年来中央和地方各级政府利用台资政策为研究对象,对其政策的有效性进行评价与分析。 Driven by the investment by Taiwanese businessmen, the cross-Strait economic and trade relations have made great strides. At present, the two sides of the Taiwan Strait have basically formed a pattern of mutual promotion and mutual benefit. Much of these achievements have been made thanks to the continued and steady policy support from the Mainland for the development of cross-Strait economic and trade relations. In order to protect the interests of the compatriots in Taiwan to the maximum extent and promote the economic and trade exchanges and cooperation across the Taiwan Strait, a series of preferential policies have been promulgated by the Chinese and local governments at all levels in mainland China. The effectiveness of the issues has been paid more and more attention by the government and relevant scholars. This paper attempts to use qualitative and quantitative methods of research from the empirical point of view, with the central government and local governments at all levels over the past 20 years as the research object, to evaluate and analyze the effectiveness of its policies.
