自1987年底第一家肯德基快餐店进驻中国始,商业特许经营的迅速发展引发了所谓“第三次商业模式革命”。据中国连锁经营协会发布的数据,至2005年,中国特许经营体系数量已达到2320个,加盟店16.8万个,分别比上年增长10.4%和40%。目前,中国已成为最大的国际特许经营市场,特许经营业已从餐饮广泛延伸到超市、医药、图书、服装专卖、家政服务、洗染冲扩、健身娱乐等领域,加盟层次不断提高。今年5月1日,国务院《商业特许经营管理条例》正式施行,作为中国特许经营行业的第一个行政法规,正如商务部商改司副司长王晓川在首届中国特许经营国际学术峰会上所言:“这在中国商业史上具有划时代的意义,它标志着中国特许经营从此告别混乱,迈入一个法律文明框架下的科学诚信和谐发展时代。”
Since the first KFC restaurant opened in China in late 1987, the rapid development of commercial concessions has triggered the so-called “third revolution in business model.” According to the data released by China Chain Store & Franchise Association, by 2005, the number of franchise systems in China had reached 2,320 and 168,000 franchise stores, up 10.4% and 40% respectively over the previous year. At present, China has become the largest international franchise market. Franchising has expanded from catering to the fields of supermarkets, medicine, books, clothing monopoly, housekeeping services, washing and dyeing, fitness and recreation, and the franchising level has been continuously improved. On May 1 this year, the State Council’s “Regulations on the Administration of Commercial Franchises” came into force as the first administrative law of China’s franchising industry. Just as Wang Xiaochuan, deputy director of the Commercial Reform Department of the Ministry of Commerce, said at the first international academic summit on franchising in China “This is an epoch-making significance in the history of China’s commerce. It marks the era when China’s franchising bid farewell to chaos and the era of scientific integrity and harmony under the framework of legal civilization.”
