现在,许多高校的考核方案中规定:必须完成三项任务,即教学、科研(发表论文或专著)、国家级课题或省部级课题,且都有具体的量化指标。其中,科研任务尤其是课题任务,常常令人烦恼,担心“难以过关”。这种“非有国家级、省部级课题不可”的导向,必须在所谓国家级权威期刊、核心期刊发表多少篇文章的考核指标,恰似孙悟空头上的“紧箍咒”。不仅年度考核是这样,高级职称的评定亦是如此。眼下,几乎所有的高校都有这样的规定:晋升副教授、教授,必须主持承担省部级课题、国家级课题,这已成为必备的硬条件,刚性指标。难怪有人说,若按这样的标准,恐怕当年的胡适、王国维、梁启超、陈寅恪、冯友兰、钱钟书等学术巨擘都很难被聘任为教授。
