前些天北京大雨如注,笔者站在办公室窗前,眼见雨水像帘子一样从天上坠落。然而,这宝贵的天赐流到哪里去了?是不是会被回收起来加以利用?电视台的播音员喜气洋洋地告诉大家,这场雨缓解了农村的旱情。唉!今天的农业仍要靠天吃饭。北方大旱,龟裂的田地给人们最直观的感受是农民的生活;在城市,继去年山东威海在全国率先实行城市居民生活用水限量后,干旱的首都北京今年也实行了此项政策。节约用水是一个道德问题,限制用水是法律问题。但是,我们应提倡科学用水,运用科学的方法解决中国的用水问题,挖掘水资源。

Will it be recycled and used? The announcer of the television station said with great joy that the rain relieved the drought in the countryside. Alas! Today’s agriculture still depends on the weather for dinner. In the cities, Weihai, Shandong Province, took the lead in implementing the urban water consumption limit of the urban residents last year after the drought and the cracked fields gave people the most intuitive feeling of being the peasants’ lives. The arid capital Beijing implemented this policy this year. Water conservation is a moral issue, and water restriction is a legal issue. However, we should promote scientific water use, scientific methods to solve China’s water use problems and tap water resources.
